Summary:

Napa Recycling & Waste Services is the local recycling, compost, and garbage service provider for the City of Napa, California, and the operator of the award-winning Napa Recycling & Composting Facility.

Napa Recycling is hiring a SB 1383 Recycling Specialist to be responsible for training, auditing, supporting, and reporting the achievement of residential and commercial customers in the City of Napa. The Recycling Specialist will work closely with other Napa Recycling and City of Napa staff to contact, train, and educate customers, conduct route and facility audits, and perform other duties to reduce waste, support awareness, and maximize community participation and compliance in recycling and composting programs. The Specialist will support efforts and assist the contractor and community in meeting SB 1383 goals and other diversion mandates.

Primary Responsibilities:

The Recycling Specialist is responsible for the following day-to-day duties:

  • Assist in the education, training, implementation, and compliance with the mandatory organics law (SB 1383) and all services Napa Recycling offers
  • Coordinate implementation of contractual recycling and compost programs along with City of Napa staff and Napa Recycling Public Education Manager
  • Develop best practices (with City of Napa staff) to expand and enhance diversion efforts & SB 1383 compliance
  • Work with customers to develop comprehensive waste management and diversion best practices for their businesses and/or residential units
  • Coordinate and perform site visits and waste audits to develop and/or improve customer recycling and composting programs, follow up on customer contamination, recommend alternate equipment and/or services, and comply with all aspects of SB 1383
  • Conduct facility and route audits
  • Lead facility tours
  • Work in Napa Recycling’s Soft-Pak system and City of Napa’s Recyclist platform to track and report outreach
  • Assist in preparation, coordination, and review of diversion and other necessary reports
  • Help prepare informational and educational print, web, and social media content
  • Give presentations to various community groups on services offered by Napa Recycling and the City of Napa and the importance of recycling, composting and waste reduction
  • Serve on community involvement committees that focus on waste prevention and education
  • Assist in other public education and outreach tasks as necessary

Knowledge & Skill Requirements:

The following knowledge and skills are required for this position:

  • Associate degree (Bachelor’s Degree recommended), preferably including coursework in environmental studies, policy, or other related fields
  • Recycling, composting and solid waste industry knowledge desired
  • 2-4 years of recycling/solid waste or other similar business experience
  • Strong skills in Microsoft Excel, Word, Outlook, and other necessary computer platforms
  • Detail oriented, problem solver with excellent communication skills
  • Ability to work independently
  • Ability to work under pressure in a timely manner
  • Strong interpersonal and communication skills; comfortable leading trainings and speaking in front of a group
  • Professional appearance and manner
  • Eagerness to expand knowledge through exposure to a wide variety of company functions
  • Knowledge of Spanish a plus

Working Conditions & Compensation:

Ability to accomplish tasks between field and office work during an 8-hour workday. Able to sit for eight (8) hours a day with breaks.  Able to work at least six (6) hours at a computer. Able to attend evening and weekend meetings and events, which might require standing for over a four (4) hour period. Able to conduct sorting audits of trash, compost, and recycling containers.  Position is located at a recycling and composting facility that processes recyclables and organics and generates outside noise, odor and air borne particles.

Job Summary: 

This position will assist the Compost Air Quality Specialist in monitoring and maintaining compliance with environmental permits and regulations for the Composting Facility at the Napa Materials Diversion Facility (MDF) and other facilities associated with Napa Recycling & Waste Services (NRWS) as needed. The primary objective of this role is to monitor and maintain Best Management Practices (BMPs) for the composting operations and assist with environmental compliance. The qualified individual will be expected to assist with onsite monitoring of parameters required by the Bay Area Air Quality Management District (BAAQMD), Yolo Solano Air Quality Management District (YSAQMD), and other agencies. This position may also assist with stormwater monitoring of the site and coordination with the Napa County Local Enforcement Agency (LEA). This position will provide support to the Resource Manager and Compost Air Quality Specialist and may be given special projects as need ed to diversify the job requirements.

Essential Duties & Responsibilities:

  • Monitoring and maintaining BMPs for the composting operations with use of onsite tools and equipment
  • Recordkeeping and maintenance of BAAQMD/YSAQMD approved logs
  • Coordinate and perform monitoring and testing requirements for the covered aerated static pile (CASP) composting facility and based on BAAQMD/YSAQMD permit regulations
  • Assist in managing the onsite lab for the CASP compost facility
  • Assist and coordinate research trials with onsite team and external entities such as universities, customers, non-profits, and other composting facilities to perform research on compostable food ware (for example)
  • Maneuvering in and around composting operations and equipment in a safe manner and following all safety principles and precautions applicable to onsite operations
  • Assisting with Senate Bill 1383 sampling requirements for organics

Qualifications:

  • In pursuit of bachelor’s degree or with beginner’s experience in environmental sector
  • Excellent communication, organizational, problem-solving skills, and ability to learn quickly
  • MS Office software and other software normally used in environmental consulting or ability and desire to learn
  • Project a knowledgeable, enthusiastic, positive behavior
  • Passionate about the waste industry and interested in learning about large scale organic waste management

Knowledge:

  • General knowledge of environmental science and environmental regulations with an understanding (or des ire to learn) about the waste industry and organics management
  • Understand and comply with all NRWS safety procedures, policies, rules and practices relevant to performing this role

Skills:

  • Excellent attention to detail and ability to prioritize multiple tasks
  • Comfortable in a dynamic work environment and ability to adapt to new responsibilities
  • Bilingual skills helpful but not required

Physical Requirements:

  • Climb up and down compost piles frequently and travel across rough, uneven or rocky surfaces at the facility
  • Work in a variety of weather conditions with exposure to the outdoor elements
  • Work at heights greater than ten feet
  • Ability to lift 50 + pounds
